3. Religion and Rule of Law Training to Strengthen an Inclusive Society: Lessons from Vietnam and Other Countries.

This session will specifically discuss the Religion and Rule of Law training in Vietnam conducted by Institute for Global Engagement (IGE) in collaboration with International Center for Law and Religion Studies at Brigham Young University Law School (ICLRS BYU), the lessons learned from it, and how it could be relevant or applicable for the Indonesian context. These programs convene government officials, religious leaders, and academics to address various aspects of religion policies and legislation from a global comparative perspective. H.E. Retno L. P. Marsudi was born in Semarang on November 27, 1962. She is the first woman to serve as Indonesia's Minister of Foreign Affairs, appointed on October 27, 2014. Retno Marsudi earned her bachelor's degree from Gadjah Mada University in 1985 in International Relations. She has also attended the study program "European Union Law" at Haagse Hogeschool in The Hague and "Human Rights Studies" at the University of Oslo. Retno Marsudi's career at the Ministry of Foreign Affairs began in 1986. She has served in various positions, including as Ambassador of the Republic of Indonesia to the Kingdom of the Netherlands (2012-2014) and Norway and the Republic of Iceland (2005-2008). Prior to becoming Minister of Foreign Affairs, she served as Director General for the Americas and Europe (2008-2012) and Director for Western Europe (2003-2005).

He received his bachelor degree from University of North Sumatra, Faculty of Law, in 1978. He also received his Master of Science from Virginia Commonwealth University, United States of America, in 1986, and was awarded the Outstanding Graduate Student Award. He finished his doctorate in North Carolina State University, United States of America, in 1994

Minister of Education, Culture, Research and Technology of the Republic of Indonesia
H.E. Nadiem Makarim is Minister of Education, Culture, Research and Technology of the Republic of Indonesia. He received his primary education in Jakarta and completed his secondary education in Singapore. He continued his studies at Brown University, USA, majoring in International Relations and participated in a student exchange program at the London School of Economics. After that, he earned an MBA from Harvard Business School. Nadiem's career began as a management consultant at McKinsey & Company in 2006. After completing his studies at Harvard, he became Co-Founder of Zalora Indonesia and Chief Innovation Officer (CIO) at startup Kartuku. In 2010, Nadiem founded Gojek, a technology-based transportation and delivery service company that has now grown rapidly. In October 2019, Nadiem stepped down from the position of Gojek CEO and was appointed as Minister of Education and Culture by President Joko Widodo in the Indonesia Maju Cabinet for the 2019-2024 period, making him the youngest minister in the cabinet.

Iqbal completed his doctorate at the University of Edinburgh, focusing on the early modern religious history of Indian Ocean mercantile networks, with fieldwork experience in Pakistan and Tanzania. His first monograph is entitled The Khōjā of Tanzania.

Maki Katsuno-Hayashikawa brings extensive experiences of nearly 30 years with UNESCO, UNICEF and JICA, at global, regional, and country levels. She assumed her role as the Director of UNESCO Multisectoral Regional Office in Jakarta, and UNESCO Representative to Indonesia, Brunei Darussalam, Malaysia, the Philippines and Timor Leste in July 2023. Prior to her current assignment, she served as the Director of the Division for Education 2030 at UNESCO Headquarters overseeing UNESCO’s global programmes on Gender and Inclusive Education, Higher Education, Education in Emergencies and led the global SDG4 coordination mechanism. In addition, during 2022, she served as the Executive Secretary of the Secretariat for the Transforming Education Summit convened by the UN Secretary- General in September 2022. Ms. Katsuno-Hayashikawa has spent much of her time in the Asia-Pacific region, operating out of Beijing and Bangkok, managing regional and country programmes on inclusive education, gender and education, ECCE, learning assessment to teacher education. She holds Master’s degrees in Educational Planning from the Institute of Education, University College London, and in Early Childhood Education from the South Australia University; and a Bachelor’s degree in International Relations from the London School of Economics and Political Science.

Matius Ho is the Executive Director of Institut Leimena in Jakarta. He leads the development of the Cross-Cultural Religious Literacy program which since 2021 has trained thousands of teachers in Indonesia on competencies to strengthen a peaceful multi-religious and multicultural society. Under his leadership, Institut Leimena has built partnerships and collaborations with the Ministry of Law and Human Rights of the Republic of Indonesia and many leading religious and educational institutions. He has been invited to speak about the program in several countries. He wrote about Indonesia in The Routledge Handbook of Religious Literacy, Pluralism, and Global Engagement (2021). Previously, he worked in Indonesia and Singapore with Accenture, a multinational consulting firm, and served as Deputy Secretary of Yayasan Akademi Leimena, the predecessor of Institut Leimena, before co-founding the institute in 2005. He received his S1 and S2 degrees from the University of Wisconsin, Madison (USA).

Prior to this role, he had experience as Advisor to the Minister for Foreign Affairs (2020 – 2023). He served as Ambassador at the Indonesian Embassy in Warsaw, Poland (2019 – 2021). Previously, he also served as Consul General (2016 – 2019) at the Indonesian Consulate General in Shanghai, China. He served as Counselor for Economic Affairs at the Indonesian Embassy in Rome, Italy (2008 – 2009), and as Counselor for Multilateral Affair (2005 – 2008). H.E. Dr. Alwi Shihab is Senior Fellow at the Leimena Institute. He was the Indonesian President’s Special Envoy to the Middle East and the Organisation of Islamic Cooperation in 2016-2019, Coordinating Minister for People’s Welfare in 2004-2005, and Foreign Minister in 1999-2001. A leading expert on interfaith relations, he is a member of the Board of Trustees at Hartford Seminary in Connecticut. He has taught and served on the boards of various institutions, including Harvard University, Temple University, Fetzer Institute, American Academy of Religion, and University of Indonesia. He has written many books, including the best selling book, “Inclusive Islam: Toward an open attitude in religion.” With his extensive experiences as executive and advisor in major corporations, he was appointed as Secretary General of the Islamic Chamber of Commerce and Industry in 2009. He holds two master degrees from Al-Azhar University (Egypt) and Temple University (USA), and two PhDs from Ain Shams University (Egypt) and Temple University (USA). He did his post-doctoral study at Harvard University.

Ani Nigeriawati is a career diplomat with 25 years of experience in foreign service at the Ministry of Foreign Affairs of the Republic of Indonesia. She has risen through the ranks at the Ministry of Foreign Affairs of the Republic of Indonesia. She was the Head of Section of Russian Affairs for three years (1999-2002) and was posted thereafter as Third Secretary at the Indonesian Embassy in Canberra (2002- 2006). She finished her term of duties at the Indonesian Embassy in Canberra in 2006 and was given a new assignment as the assistant to the Special Envoys of the President of Indonesia in Jakarta (2006 - 2007). In 2010 she got promoted and assigned as First Secretary at the Indonesian Embassy in Berlin until April 2014. She got promoted to Counsellor and has been given a new responsibility as Deputy Director for Planning and Organization at the Indonesian Foreign Ministry (2014 - 2018). She served at the Indonesian Embassy in Seoul (2018 - 2021) as Minister Counsellor in charge of political and economic affairs. She was responsible as the Head of Task Force for Indonesia’s Chairmanship of ASEAN at the Ministry of Foreign Affairs of the Republic of Indonesia (2022-2023). On 12 September 2023 she got promoted and currently is responsible as the Director for Public Diplomacy at the Ministry of Foreign Affairs

Bounthavy Phonethasine is Deputy-Director General of the Department of Religious Affairs, Central Lao Front for National Development He began his career in the Lao government as an official at the Central Lao Front for National Development (2004) and during this time, he also became a member of the Lao Revolution Party. He was appointed Vice Head of the Religion Buddhism Section in 2007. He became as Head of the Religion Buddhism Section in 2011. He was appointed Vice Director General of the Lao Front for National Development (2015). Throughout his career, he has been entrusted with several key responsibilities, including coordination with Lao Buddhist Fellowship Organization, Coordinate with Harmony for Other Religions in Laos, and publishing government Policies to Religious Communities.

For 40 years, Ambassador Saperstein directed the Religious Action Center of Reform Judaism, representing the largest segment of American Jewry to the U.S. Congress and Administration and more recently as President of Reform Jewry’s international denomination. In 2014-2017, Ambassador Saperstein served as the U.S. Ambassador for International Religious Freedom, carrying out responsibilities as the country’s chief diplomat on religious freedom issues. Also, an attorney, Ambassador Saperstein taught seminars on Church–State law and on Jewish Law for 35 years at Georgetown University Law Center. Dr. Dhahana Putra, Bc.IP., S.H., M.Sc., currently serves as the Director General of Human Rights. Dr. Dhahana's educational career spans several diverse academic levels. He completed his education at the Academy of Correctional Sciences (AKIP) and earned a Bachelor's degree in Government Science from the University of Southeast Sulawesi. Subsequently, he obtained a Master's degree in National Resilience Studies from the University of Indonesia and completed his doctoral education at the National University. In 2014, he served as Head of the Legal and Human Rights Services Division at the DKI Jakarta Regional Office of the Ministry of Law and Human Rights. In 2022, Dr. Dhahana was appointed as Acting Director General of Legislative Regulations before finally assuming his current position as Director General of Human Rights.

Jaimee Macanas Neel is a U.S. diplomat in the U.S. Foreign Service with the Department of State. She has extensive experience on U.S-China foreign policy issues in mainland China, the Mediterranean, Southeastern Europe, the Western Balkans and Sub-Saharan Africa. Jaimee holds a Juris Doctor and a Bachelor of Arts from Brigham Young University, and a Masters in Liberal Arts from Harvard University. Her thesis research focused on Iosepa, a Hawaiian immigrant community in Utah from 1889-1917, of which several residents were her Hawaiian ancestors. Dr. Yayan Ganda Hayat Mulyana is Head of Foreign Policy Strategy Agency, Ministry of Foreign Affairs of the Republic of Indonesia. He joined the Ministry of Foreign Affairs of the Republic of Indonesia (MFA) in 1993. Since then, he has assumed responsibilities in various divisions of the MFA, including Head of the Secretariat for Special Envoys of the President (2004 – 2006). His first diplomatic posting was at the Permanent Mission of Indonesia to the UN in New York (2000 – 2004). The second posting was also at the Permanent Mission of Indonesia to the UN in New York, serving as the Political Coordinator of the Indonesian Team to the UN Security Council (2007 – 2008). He then served at the Indonesian Embassy in Singapore as the Coordinator of Information, Social and Cultural Affairs, also as the Spokesperson of the Embassy (2009 – 2010). Following 30 year in policing, including leading London’s Human Trafficking Unit, in 2014 Kevin Hyland, OBE was appointed as the UK’s first Independent Anti-Slavery Commissioner serving with distinction until 2018. He was the author of SDG 8.7 and led efforts for its inclusion for the eradication of human trafficking within the UN 15 year global goals. In 2018 Mr Hyland was elected as Ireland’s representative to the Council of Europe Independent Group of Experts for Trafficking. He was instrumental in the establishment and remains chief advisor to the Santa Marta Group, a high-level partnership between law enforcement agencies, faith groups and civil society launched by Pope Francis at the Vatican. In 2008, She transitioned to the Sasakawa Peace Foundation, where she designed the Foundation’s program for peacebuilding and conflict resolution in Southern Thailand. After serving as Director of the Asia Peace Initiatives Department, She has been leading as Director of the Peacebuilding Program since 2022. Maruarar Siahaan is a Senior Fellow at the Leimena Institute. He is a law lecturer and former Rector of the Indonesian Christian University in Jakarta. He served as a judge for 35 years, from the District Court to the High Court in Indonesia, including as Chief Justice of the High Court in Bengkulu and North Sumatra Provinces. Then in 2003, nominated by the Supreme Court, he was appointed as one of the first Constitutional Justices of the Republic of Indonesia, newly created through the Amendment of the 1945 Constitution. He retired from the Constitutional Court in 2010. In 1995-1997, he represented Indonesia in the UN Ad Hoc Committee for the Establishment of an International Criminal Court. He is the author of The 1945 Constitution: A Living Constitution (2008) and Procedural Law of the Constitutional Court of the Republic of Indonesia (2011). He obtained his Doctorate in Constitutional Law from Diponegoro University in Semarang, Indonesia.

Purpose and Background
As the world is still recovering from the Covid-19 pandemic, multifaceted and multidimensional crisis continues to loom, presenting ever increasing challenges to the future of humanity.
Throughout human history, religion has been the source of moral and ethical principles that inspires and enables many individuals and societies to deal with various crises. However, repeatedly, religious differences have also become a source of tensions and conflicts. In this regard, faith-based organizations have been an important part of the civil society in dealing with the issues, especially those impacting the most vulnerable at the grassroot level.
Hence, there is a growing need for more multi-faith collaborations where people of different religions and faiths learn from one another and work together to address issues of common concern to humanity, while acknowledging and respecting differences between and within their religions and faiths. The richness of our plural society is a powerful asset if there is synergy between faith-based organizations and the government. The challenge is, as the UNESCO’s report on the future of education stated that the world appears increasingly divided and polarized.[1] Therefore, the need for multi-faith collaborations is becoming more important than ever.
“Bhinneka Tunggal Ika” which means “unity in diversity”, Indonesia’s motto, embodies the long history and tradition of multi-faith harmony. Considering the increasing division and polarization as a threat to any diverse societies, the Indonesian government through its foreign policy seeks to strengthen the collaboration through interreligious and intercultural dialogue. Therefore, the Ministry of Foreign Affairs of the Republic of Indonesia and the Leimena Institute will co-host this conference to discuss this important topic with leaders and scholars from various countries.
The conference will look at multi-faith collaborations for an inclusive society from different cultural perspectives. How such collaborations can help promote and protect human rights, achieve sustainable development, and address challenges regionally and globally. The importance of multi-faith collaboration in a diverse society is becoming more evident through the Cross-Cultural Religious Literacy program in Indonesia that has trained more than 7.000 teachers nationwide since late 2021 on the competencies to build peaceful interfaith relations and collaborations.
The conference will discuss the role of cross-cultural interreligious dialogue and multi-faith collaboration in global citizenship. It will also discuss more specifically the role of education, including initiatives such as the Cross-Cultural Religious Literacy, in fostering collaboration between people of different religions and beliefs based on mutual respect, in light of Universal Declaration of Human Rights.
In addition, the Vienna Declaration and Programme of Action stated that education should promote understanding, tolerance, peace and friendly relations between the nations and all racial or religious groups.
The conference will also discuss how Cross-Cultural Religious Literacy and similar initiatives in the Southeast Asian region can support the vision of ASEAN as an inclusive community that respects political, social, religious, cultural and ethnic differences. It will also bring into conversation the perspectives and experiences of interfaith activities and initiatives from around the world.
